"KeyHoleTV is an online free television portal that links to Japanese television channels, radio stations, and user-made channels. KeyHoleTV is part of a project by Japan’s Ministry of Internal Affairs and Communications testing out peer-to-peer technology."

Sounds interesting, I may have to take a look at that when I get back from work in the morning. It says English in the link you provide... so there is an English portal on the website?
